Tex. Utils. Code Section 251.053
Application of Open Meetings and Open Records Laws

The corporation is subject to Chapters 551 (Open Meetings) and 552 (Public Information), Government Code, except that the corporation may not disseminate, make available, or otherwise distribute service area map data or information provided by an operator unless that action is necessary to perform the corporation’s specific obligations under this chapter.
