Tex. Gov't Code Section 821.003
Retirement System

The retirement system is a public entity. Except as provided by Section 825.304 (Nominee to Hold Securities), the Teacher Retirement System of Texas is the name by which all business of the retirement system shall be transacted, all its funds invested, and all its cash, securities, and other property held.
