Tex. Local Gov't Code Section 325.014
Organization of Board


(a)

After each directors’ appointment, the board shall hold a regular meeting at the district office and shall organize by electing from the members of the board one person to serve as chairman, one person to serve as vice-chairman, and one person to serve as secretary.

(b)

A member selected to serve as chairman, vice-chairman, or secretary shall serve in that capacity for the member’s term of office on the board.

(c)

The chairman shall preside over meetings of the board, and in the chairman’s absence, the vice-chairman shall preside.

(d)

The chairman, vice-chairman, and secretary shall perform the duties and may exercise the powers specifically given them by this chapter or by orders of the board.
