Tex. Local Gov't Code Section 391.011
Funds


(a)

A commission does not have power to tax.

(b)

A participating governmental unit may appropriate funds to a commission for the costs and expenses required in the performance of its purposes.

(c)

A commission may apply for, contract for, receive, and expend for its purposes a grant or funds from a participating governmental unit, the state, the federal government, or other source.

(d)

A commission may not expend funds for an automobile allowance for a member of the governing body of the commission if the member holds another state, county, or municipal office.
