Tex. Local Gov't Code Section 563.001
Applicability of Chapter

This chapter applies only to a county that:

(1)

adopts an order under Section 563.052 (Authority to Establish Board); and

(2)

has a population of 10,000 or less, according to the most recent federal census, on the date on which the order is adopted.
