Tex. Occ. Code Section 2027.051
Simulcast Wagering Rules

The commission shall adopt rules to license and regulate pari-mutuel wagering on:

(1)

races conducted in this state and simulcast to in-state racetrack associations or out-of-state receiving locations; and

(2)

races conducted out-of-state and simulcast to in-state racetrack associations.
