Tex. Health & Safety Code Section 505.018
Enforcement

(a)

A facility operator may not violate this chapter, commission rules adopted under this chapter, or an order issued under this chapter.

(b)

The commission may enforce this chapter under Chapter 7 (Enforcement), Water Code, including by issuing an administrative order that assesses a penalty or orders a corrective action.
