Tex. Health & Safety Code Section 597.054
Procedures

(a)

Each ICF-IID shall develop procedures for the surrogate consent committees in accordance with the rules adopted under Section 597.002 (Rules).

(b)

A committee is not subject to Chapter 2001 (Administrative Procedure), Government Code, Chapter 551 (Open Meetings), Government Code, or Chapter 552 (Public Information), Government Code.
