“Neighborhood dropoff program” means a recycling program which meets all of the following criteria:
(a)
The program is certified by the department as a dropoff or collection program, as defined by Section 14511.7.(b)
The program has been designated by a city, county, or city and county to provide a recycling opportunity in residential neighborhoods specified by the city, county, or city and county.(c)
The program is located in a rural region, as identified pursuant to subparagraph (A) of paragraph (2) of subdivision (b) of Section 14571.
