(a)
The authority shall prepare, adopt, and from time to time revise, a long-range plan for the completion of all projects within its jurisdiction, including those of the Regional Traffic Relief Plan.(b)
The authority shall give first priority to projects and expenditures that are deemed necessary by the department to preserve and protect the bridge structures.
