CA Water Code Section 10750.7

(a)

A local agency may not manage groundwater pursuant to this part within the service area of another local agency, a water corporation regulated by the Public Utilities Commission, or a mutual water company without the agreement of that other entity.

(b)

This section applies only to groundwater basins that are not critically overdrafted.
