(a)The Director of State Hospitals shall appoint and define the duties, subject to the laws governing civil service, of the clinical director and the hospital administrator for each state hospital. The director shall appoint either the clinical director or the hospital administrator to be the hospital director.
(b)Director of State Hospitals shall appoint a program director for each program at a state hospital.
