N.Y. General Business Law Section 608
Unlawful detention of goods


1.

Notwithstanding the provisions of section 7-209 of the uniform commercial code, no warehouseman shall have a lien on any household goods stored by him in a particular case where the charges demanded for storage are in excess of the charges permitted by this article.

2.

It shall constitute an unlawful detention of goods for a warehouseman to refuse to surrender household goods stored by him for a consumer bailor upon payment by the consumer bailor of the storage charges permitted by this article.
