Tex. Occ. Code Section 2501.102
Imposition of Fee Prohibited Before Employment Offer Accepted


Notwithstanding any refund policy, an owner, operator, counselor, agent, or employee of a personnel service may not impose a fee on an applicant until the applicant accepts an offer of employment resulting from an employment referral made by the personnel service.
