Tex. Health & Safety Code Section 571.0065
Treatment Methods

(a)

The executive commissioner by rule may adopt procedures for an advisory committee to review treatment methods for persons with mental illness.

(b)

A state agency that has knowledge of or receives a complaint relating to an abusive treatment method shall report that knowledge or forward a copy of the complaint to the department.

(c)

A mental health facility, physician, or other mental health professional is not liable for an injury or other damages sustained by a person as a result of the failure of the facility, physician, or professional to administer or perform a treatment prohibited by statute or rules adopted by the executive commissioner.
