Tex. Health & Safety Code Section 571.007
Delegation of Powers and Duties

(a)

Except as otherwise expressly provided by this subtitle, an authorized, qualified department employee may exercise a power granted to or perform a duty imposed on the department.

(b)

Except as otherwise expressly provided by this subtitle, an authorized, qualified person designated by a facility administrator may exercise a power granted to or perform a duty imposed on the facility administrator.

(c)

The delegation of a duty under this section does not relieve the department or a facility administrator from responsibility.
